This is a dead guy who's in the upcoming Powerloafing episode "Dept. of Doom." Jeff Small, (brother of Brendan, who produces Home Movies,) claims he sculpted it from scratch, but there is a lot of suspicion around the set that Jeff merely "procured" it.
